I have downloaded a 6817-object 13428-elset file,
GB960621.zip from RPV, Dave Ransom's BBS at +1(310)541-7299.

Though it is already ten days old (usually updated three times per week)
it could still prove useful for analysis of accidental observations.

I have linked it to my own www.algonet.se/~b_gimle/elsets.htm,
(I also added a link to a file with recent elsets for objects
where el960630.Z has elsets older than 96150)
but failed to ftp it to ftp://ftp.physics.ox.ac.uk/pub/incoming

 NASA GSFC/OIG TLE Data Update issued by Phillip Clark, Molniya Space
 Consultancy, Middlesex, UK. This is authoratative data mailed to RPV
 approximately three times weekly. This data set includes ALL available
 TLEs for each satellite.

 IMPORTANT NOTE: THESE DATA ARE TWO LINES ONLY, WITHOUT THE "USUAL"
 LINE 0 WITH THE SATELLITE COMMON NAME.
