Updated Titan IV 2nd stage elset

Based on a report from an observer in Moscow, I have 
produced the following updated elset for the rocket
body. The payload was following behind about 3 minutes,
as of 4 July 22 h UTC.

I am reasonably certain about the international designation, but
the NORAD number may prove to be incorrect. (I saw a 2 object gap
in OIG's listing that seemed to fit.)
