Satellite Debris

Hello,
I'm trying to update information regarding satellite debris for the proposed
SeeSat FAQ. I read in the August 1996 issue of Popular Mechanics that
detection sensitivity is reported to be able to detect objects down to 10 cm
in diameter. Earlier this year I recall there was a satellite launched
that was going to release 4 cm diameter balls for radar calibation. Would
anyone recall the id of that satellite off hand. Please don't bother to
research it, but maybe someone recalls the name/id. If not, I will view the
