Cosmos 2347 8.0 3.0 0.0 3.5 v 419 x 403 km
1 25088U 97079A 98179.33540074 .00010592 00000-0 17794-3 0 2716
2 25088 65.0257 262.7716 0011826 289.3563 70.6293 15.52144013 31204
is an EORSAT, which 'always' is maintained in a near-circular orbit
with MM=15.520, so it was not closer than normal (on Jun.28).
It is usually very steady and bright, so it only takes a favourable
phase angle to be near +0m
