    Propagation using Satevo 0.51 results in decay on 2009 Aug 08 UTC; observers
    between roughly 50 N and 60 N would have morning twilight visibility hours
    before decay. Decay likely would occur within about 30 deg of the equator. Decay
    date uncertainty is at least several days.
