I have always found it difficult to handle progress and solyuz launches to the ISS because new elsets are only publicly available after orbital changes from Space Track, unlike the protocol for shuttle launches. By the time Shuttle launches to the ISS have stopped, and nearly all contact is via the Russian federation Space agency I hope a better universal and inclusive protocol has been established for supply and crew replacement.
