Tony, generally you are right. The ELSET 01170.1917... for ICO F2 with the high MM of 7.017... looks like the data set for the transfer orbit. My statement "Completely wrong ELSET" maybe a mistake. But: ICO F2 itself as a single object was not in the transfer orbit. The separation from the Centaur cames at 01:53:43 MET in the final orbit ( MM 4.10...) about 3 minutes after MECO 2. The ELSET 01170.1917... (MM 7.017...) could be only represent the Centaur stage + payload.
