To be precise: TLEs are mean elements, not true (osculating) elements. Together
with the epoch they represent the starting point from which on the perturbation
effects are calculated for the specific time of interest. Even if you calculate
the true orbital elements at the exact time of epoch out of a TLE set (i.e. no
time has passed since epoch), the resulting elements are different than the TLE
values. However this difference is small.
