My sincere thanks to Russell Eberst, who identified it as USA 161.

Klaas Jobse sent me a photograph of his all sky camera from the same night ,
showing this same satellite too, flaring conspicuously just below Ursa
minor, with a second less bright flare following. It was made from
Oostkapelle which is some 145 km southwest of Koen Miskotte's position.
