Based on the sail deployment time/state vector provided in the spreadsheet, I obtain the following TLE fit:

                                                   22 Jun 2018 08:55:48

Note that I do not have any data for area-to-mass or attitude, so this TLE would not be expected to be a good fit for very long after the deployment. It also assumes a nominal launch/deployment. - TS

It should be noted that the time given is the opening of the launch window

Weather forecast looks good for launch, fine with some wind but probably
not enough that high altitude winds will be an issue.

Dear Mr. Kelso,
I got your email address from martin Langer of the Technical University of
Munich as we are having a joint project on a dragsail
technology demonstrator that will be launched tomorrow morning with the
Electron 3 rocket of Rocket Lab. We should get downlink data
of the sail deployment but is a risk that the aluminium coated foil blocks
the signal of the antenna.
Therefore we came up with the idea to maybe try to see if someone in the
amateur astronomy community would like to give it a try to
get a picture of the sail (2.5m2 sail area in a 500km orbit) from the
ground once the dragsail is deployed (1.5hr after launch
(launch currently scheduled at 0:30 UTC on the 23rd of June).
More infos to the sail (NABEO): www.hps-gmbh.com/ADEO<http://www.hps-gmbh.com/ADEO>/<
http://www.hps-gmbh.com/ADEO/>

Please find attached the state vector for the deployment (according to the
current launch time (TBD)). We though maybe you have
someone in mind that would be interested to try to get a nice picture of
the kick-stage with the dragsail once its orbiting the
earth.

Kind regards,
Thomas
