TSS decay - the final orbits

OIG has just tendered the following latest element for the TSS:

which is 6 seconds early with respect to the predictions I posted two
days ago.          

Using the above element, my SatEvo software now predicts decay at about
March 20.3 and provides the following predicted elements. I have
corrected an error in the 2nd time derivative of the mean motion
(earlier values were x10 too low) and, with the generous assistance of
Mike McCants, I have now added a BSTAR value.
