Mike McCants informed me that this Cosmos 2173 rocket has an increasing
negative drag term that could indicate an acceleration.
Last observations in the PPAS date from the first months of 1995 and
indicate a long period.
This object already had small jumps in Mean Motion in Sep and Nov '95.
Since half Feb '96 the Semi Major Axis is increasing!
