Probably out of control but they probably 'managed' to deorbit it.  I can
confirm your 'flash' observation of 92-83A last summer but I cannot say I
didn't see it with other KH satellites.  I remember an observation of
84-122A/15423 or KH11-6 which also showed some 'flash' behaviour which was
more or less confirmed by Pierre Neirinck at that time.
