DMB Obs 92-83A, 96-29B etc

Thanks to Pierre Neirinck for computing an orbit for 96-29B, 
NOSS 2-3 r, from just 3 Italian observations, and then phoning me.  I 
was able to get 4 good positions on Sunday morning.

I was able to recover 92-83A, USA 86, on two consecutive revs on 
Saturday night, the second time at an elevation of only 5 degrees.
