Question on Elset Corrections

I see frequent elset updates using observations that apparently
use Elcor. Given a reasonable elset and one good obs, how does
one determine which parameter should be changed? Is it an
iterative process..changing each one until the residual is the
lowest?
As an example, Molniya's typically are lost for a while as they
increase their mean motion during the decay process. If I am
able to find it, I may be able to generate new elsets when none
are available from OIG. The question then is which parameter is
most likely to need updating. I would assume mean motion and perhaps
the drag term.
