Sea Launch payload

I'm not clear on the exact nature of the Sea Launch payload.

I infer that it's not really an inert mass but actually is an
operational test payload. If so, does it have solar panels?
Its inclination isn't very favorable for visual observing, but
if it has good-sized solar panels....
Bad weather for observing here tonight and probably tomorrow
night.
