We were driving home from Malma so I missed checking Telecom 1B, but I tried
to see Ekran 18 from the city at 21:22-21:28 - nothing, but then I could see
very few reference stars except Procyon and beta Cmi.

Mar.04 I failed to see USA 116 in the interval -2/+16 minutes from my guess2
    elset (21:09 to 21:28 UT).
I saw one candidate, and one in the opposite direction, later identified as
    68-37C and 85-6B.

Mar.02 I also failed to see USA 116, this time -20/+4 minutes.
