There's some information on the MTI payload (and others, such as ARGOS and FORTE) on this site: http://www.te.plk.af.mil/ In the top-right frame select the "STP Missions" link; then in the new bar on the left select the 1997 newsletter. The first page has an illustration of FORTE; click on to the page with TSX Mission 5 at the top; MTI is below that. It's to go into a 575 km, sun- synchronous orbit. More interesting information on (including graphics of) ARGOS, DMSP, DSCS, DSP, Milstar (nice illustration!) and SBIRS (a planned combination GEO, HEO, and LEO constellation of which DSP is a part) is found in the fact sheets listed on this site: http://www.laafb.af.mil/ Select the "Facts, People and More" button and then "SMC Fact Sheets".
