In 2000 Geoff Chester saw a flash near the limb of the Moon, and Rob Matson said that it appeared that Raduga 16 was in the right place at the right time: http://satobs.org/seesat/Dec-2000/0070.html I have tried without success to see it sometimes. But last night as I was looking for Raduga 21, I saw one not quite in the right place, with a flash period of about 58.8 seconds, about +6.5 maxima. Raduga 16, though it needs to be confirmed, looks like a good match. Observing site was BCRC: 30.315N, 97.866W, 280m.
