It's the method I usually use.
A drawback is that it only compensates for time.
Your obs field is far from perigee , so if apogeehas been increased (or
decreased!) the off-zenithal passes might be outside your FOV.
If the TLE is old, and the error is mainly because of drag, usually change
the Bstar (35722-3) instead.

But here it should be a maneuvre, and you might simulate it partly by
changing MM
A LARGE KH MM change can be down to -0.13 or so, which would cover up to
TWO orbits ! That would allow you to get a feeling of possible track
offsets.
