These are for return to Earth of Starliner - probably re-entry of the Service Module. The flight plan was for a 5-10 stay at ISS so it looks as though controllers have opted for the minimum. The notifications are incomplete in their time information and are slightly confusing so we can probably expect replacements. As with the first Starliner mission in 2018, there are two possible approaches to the landing zone - northbound or southbound. The danger areas in the EASTERN PACIFIC message cover both possibilities but give times only for the northbound option at around 22:30 UTC. The areas relating to the southbound option are the ones near 50° north. Time of day of the southbound approach will be in line with that given in the NORTH PACIFIC message - ie around 05:00 - 06:00 UTC.
