    I wish to add these comments:
    
    About two weeks after the IGS 1 launch, OIG stopped issuing USSTRATCOM's elsets
    of the two payloads. The same thing could happen after IGS 2 is launched, but I
    would not be surprised if no elsets of the payloads are released. And it is not
    difficult to imagine the other pieces also being withheld.
    
    My search orbits should be accurate to within about 1 minute of time, assuming
    trajectory and sequence of events the same as IGS 1.
