Observed about 14 hours after launch from Falcon, CO with 8"
telescope. First saw the rocket (#26569) around 0304 UT on 14 Oct
2000. Shortly thereafter I saw perhaps two of the GLONASS objects
    (#26564-66) . Magnitude around 11 at a range of 19,800 km.

They were flashing. It seemed like I was seeing two or more GLONASS
in close parallel tracks so I did not get a definitive flash period.
One was several magnitudes brighter than the steady state magnitude.

On the following night I again saw the rocket and it is almost
certainly flashing but conditions prevented me from timing it. The
GLONASS objects came by three minutes later and I positively saw two.
No flashing noted at 01:32 UT (15 Oct 2000).

Moonlight and the faint magnitude made observing less than ideal.
