I would think that the astronauts don't just flip a coin (if you get my meaning) to decide when to do the water dump, if at all. It shouldn't take too much more to annouce water dumps as they are scheduled, considering that NASA announces all of the other activities on board the Space Shuttle (meal times are in the schedule, too, that is released to the public.
