    I thought that the designation was chronological by
    payload release rather than a prioritized order. 
    The "B" and "C" objects were released prior to
    Starshine.  For Iridium launches it's a mute point
    because they are all released at bascially the same
    time and in the same orbit.  
    Is there a guideline to the designation system available somewhere?
