1-power has been used a lot since at least Aug-97.
I found "one-power" in this message from Ed Cannon,
http://www.satobs.org/seesat/Apr-1997/0095.html, who appears to have coined
the term there (after http://www.satobs.org/seesat/Apr-1997/0072.html and
another suggestion by Philip Chien).

I have not seen the censorship rationale, just that persons wearing glasses
(like me) strictly speaking can't see many satellites naked-eye.
