At around 10 UTC Oct 30 I went looking to see if I could see flashes from 
gorizont 23. I didn't see any flashes but I saw a different object falshing. 
I managed to get one time of the flash period it was between 56-57 sec. 
Based on the time and position against the background stars, it appears I 
saw the following object.

95057A
1 23696U 95057A   99210.45819304 -.00000090  00000-0  00000-0 0  6365

That is know as as the following.
