    The reason SkyMap's results are differing from other programs
    is not the epoch of the ephemeris, but rather the unique coding
    of SDP4.  You'll probably find very equivalent results if you
    propagate with SGP or HANDE and compare that to other programs.
    SGP4/SDP4 is different because of its inclusion of solar/lunar
    perturbations.
