    I was able to see USA 116 at approximately the right time 21:57 UTC
    2003-10-17 at 11- elevation, but the telescope was at the wrong place, so
    USA 116 descended behind a spruce before I had the presence of mind to
    click the stopwatch at least.
    
    OIG has decided to switch the identities of the IRS-P6 objects, so the
    tumbling object in higher orbit is now the rocket.
    
    The three IRS elsets do differ a few seconds in time, but not
    sufficiently in elevation to account for the leading (?) object I saw.
