The man that decides what bills will be sent to the floor will not do so. According to a map in a newspaper article on the subject, 5 counties near Chicago and 5 counties in the southwest corner of the state are "counties in the central time zone that observe daylight savings time" There are 4 counties near Cincinnati are "counties in the eastern time zone that observe daylight savings time". Fort Wayne is not in either area.
