RE: NOSS 3-7 elements

The following elements of the Centaur are based on observations by Russell Eberst, Björn Gimle and Alberto Rango.

I found Alberto's observation severely inconsistent with the others, which I solved by changing the sign of the declination. I believe the following is correct:
