In its FINAL REPORT - prepared 11 September, 04:16 UTC - Space Com placed the 
decay at              September 11, 00.57 UTC +/- 03 hours (05.2°S, 261.4°E)

I derived from the released ELSETs via the ballistic coefficient the mass of this 
relatively large piece of debris. Under the assumption that the real average 
cross section  for the random tumbling object is roughly equal to the observed 
RCS (2.03 m²) the mass is 60 kg +/- 5%. With this value and the last two ELSETs - 
99253.427... and 99253.795... MPM delivers          
                     September 11, 00:56 UTC +/- 44  minutes (09.7°S, 251.5°E)
on a northbound pass over the Pacific.
