sometimes up to twice a day on LEO objects that cross the SPASUR radar "fence"
like the ones you mention Frank.
Explorer 8( #60)'s latest elements grabbed from OIG at 99258.17 
show epoch 99257.902 epoch. previous sets at 9956.902 256.150, 255.168, 254.888
95 98C (#1807)shows a similar behaviour.
99 256.640, 256.140 255.155 254.742 254.165. The drag term shows a systematic
trend over the elements, dropping to a quarter of the value given on 99 254.165.
