Launch window is 1822-1852 UT. OAM burn to circularize the orbit
occurs about 51:04 (min:sec) to 57:11 after launch. This may be
visible to folks around Madagascar.
Scandinavia will have a pass around 19:40 UT then London area has
an overhead pass exiting shadow around 21:16 UT
This assumes the orbit is the same as the attempt on 27 April 99.
