Non-Obs Sept. 25, 1999

Poor viewing conditions, however LACE predicted at 3.0 to 4.5 near culmination (easy
obs with binoculars).  Scanned 2 min prior to and 5 min after predicted pass and saw
nothing, using

Can anyone comment on magnitude and how far off this elset is, plus or minus?
(What is LACE anyway Light Absorbing Confused Epoch?)  I'm off to Mark Wade's site...
