I had no trouble accessing the site using my account. You need an account to 
get the files now. If you didn't have an account before they changed the 
access rules, then you can get the files from the oig.

He is the message that appears on the site.

Due to the existing National Security Restrictions all users must be
an approved registered user to access data on this site. We are no longer
accepting trial applications at this time. In the near future we will be
accepting only registered user applications. 09/26/2001

So you need to "log in" in order to get the files.
