    Timing and location fits the first revolution pass over this area of NROL-65 
    (USA 245) launched on 28 Aug 2013, 18:03 UTC, along with it´s detached upper stage.
    
    The mag +3 object was probably the upper stage, the mag +5 object the payload 
    (USA 245).
    
    The "beam" could have been fuel being vented from the upper stage, or the upper 
    stage firing in preparation for its deorbit.
