just based on the description "red light, got very bright, fading to green and silver" sound much like a satellite flare... flare as in seeing the reflection of the sun off of the satellite's solar panels... i think flare fits this situation because it was much slower than a flash or glint... the thing to do not is to get more accurate coordinates and looking angle to try to determine what satellite may have been passing thru that area of the sky... would it be correct to assume that the time and date given are local time for the location?
