Oulu is at 65.075 N (25.4 E UTC+3)
I doubt that any Starlink could be that high from Finland, and the moon so
low 23:03 UT
Moon would have been at 29 deg alt, and Altair would be slightly left of
Deneb.
SpaceTrack has a TIP_msg for Starlink 56, and a decay_msg for a 2018-084
debris on Sep 07
The -X debris may have culminated very low in the E at 23:54 local time
.
